We are putting in place a repeatable pathway that moves a factory-built home from the plant to a permitted foundation in California, faster than site-built construction and without compromising on code. The speed is real and the approval path already exists. Our work is making it predictable.
California's Department of Housing and Community Development runs the Factory-Built Housing program. A home is engineered to the full California Building Standards Code, inspected during manufacturing, and carries an HCD Insignia of Approval before it ships. We are working through this pathway with HCD-certified design approval and quality assurance agencies so a home meets California code from the first drawing. Several manufacturers already ship code-compliant homes into the state, which means the model is proven rather than theoretical.
The program regulates the factory's certified process, not where the factory sits. A plant outside California, including one in Mexico, can serve the state when it follows the same certified process. As the USMCA framework moves through its scheduled review, cross-border manufacturing is part of a larger conversation about how housing gets built and moved across North America. We are positioned at that intersection, bilingual and active on both sides of the border.
The owners, builders, and manufacturers who understand this pathway now will have a head start as it becomes normal. We are building the relationships and the code compliance to bring it into California cleanly, and we keep our partners updated as each piece moves forward.
